President Wilson wanted the United States to be a neutral country when World War I was going on.  But then a German U-boat sunk a United States passenger liner, called the Lusitania, in 1915.  President Wilson, trying to keep the United States a neutral country, demanded an apology from Germany.  Then in 1917 British intelligence discovered the Zimmermann telegram.  The Zimmermann telegram was a German communication to Mexico saying that if Mexico helped Germany in the war that they would help get land in the United States that used to be Mexico's.  After that President Wilson asked congress to formally declare war on Germany on April 2, 1917.  A few days later congress formally declared war on Germany.
